I’m looking if there is a way to get reporting on all tickets that were submitted outside the hours of 9a-6p EST Mon-Fri.  From there I want to see how fast our engineers were able to close those tickets.

For looking at submitted tickets coming in outside various hours of the work week I would suggest our Ticket Daily Stats report located in the Service Delivery workspace (the page Vol. Analysis Entered). This same report would also show you how how fast engineers close tickets (on page Entered|Resolved).
