I have been unable to successfully attach a PDF to my Report Builder template using the Image File component.  I have attempted this with multiple sizes, layouts, and margins for the PDFs.  

In Presentation Mode, the viewing area for the PDF appears to be set at half of the viewable screen size. 

In the downloaded printable (PDF version) copy of the Report Builder template, the PDF is - for lack of a better word - squashed.

If there is something I can do to make this appear correctly in both the Presentation Mode and the downloaded version we provide to the client please let me know.  Otherwise, I assume this is a bug or a serious miss on the part of the developers.
